- Submission of the acceptance certificate for a higher academic level from the destination university to the University Consular Office at Imam Reza University
- Approval by the Provincial Consulate
- A valid student residency permit with at least 1 month validity is required for internal exit
- Obtaining approval from the Ministry of Science and the Tehran Passport Office
- Issuance of graduation, dismissal, or withdrawal letter by the university’s Education Department
- Submission of the Education Department letter to the University Consular Office
- Original passport
- Scanned photo of the applicant
- Valid student residency permit
- Payment of FRAJA(Public Security Police) fee
- Completion of the final exit form related to the Immigration Police.
